What is Horizon Europe?

The aim of the program is to strengthen the EU's scientific and technological base, in particular by developing solutions that respond to priorities for action such as the green and digital transitions. It will be the fundamental instrument for carrying out the EU's R+D+I policies. The general objective of the program is to achieve a scientific, technological, economic and social impact of EU investments, thus strengthening its scientific and technological bases and promoting the competitiveness of all member states.

The program also contributes to the achievement of the Sustainable Development Goals and promotes competitiveness and growth. This is the main initiative of the European Union for the promotion of R&I, from the conception phase to the introduction on the market.

With a budget of 95,517 million euros, of which 5,400 million come from the "Next Generation EU" instrument, the program complements national and regional R&I funding.

Pillars of Horizon Europe

Horizon Europe consists of three pillars:

  • Pillar 1. Excellent Science.
  • Pillar 2. Global Challenges and European Industrial Competitiveness.
  • Pillar 3. Innovative Europe.

It also has an aspect, underlying the program as a whole, which is intended to broaden the participation of all Member States based on criteria of excellence, and which will make it possible to optimize the national potential in terms of research and innovation throughout Europe, thus reinforcing the European Research Area.

Innovative Europe

In the specific case of the third pillar of Horizon Europe, Innovative Europe focuses on promoting all forms of innovation, particularly cutting-edge and disruptive innovation, through the European Innovation Council. This pillar aims to make Europe a pioneering power in market-creating innovation and the growth of innovative SMEs through the European Innovation Council (EIC), which will support leading innovators, entrepreneurs, SMEs and scientists. and with ambition to grow internationally. Additionally, the European Institute of Innovation and Technology (EIT) will continue to promote the integration of research, higher education and entrepreneurship through the Knowledge and Innovation Communities (KIC).

For its part, the European Innovation Council also offers a one-stop shop for innovators with high potential to create markets for the future.
