What services are offered to startups and SMEs that want to develop an innovative project?

The possibility of using one of our centers to contact other people in the same situation or with other agents of the innovation ecosystem in Madrid.

Frequently asked questions and answers from business incubators

Where should the applications and required documentation be submitted?

Legal persons must submit their application through the Electronic Registry of the Madrid City Council through the link: Call for access to entrepreneurship support services in the network of business incubators. To use the electronic record, you must:

  • Have an electronic certificate accepted by the City Council and have the Autofirma application developed by the General State Administration installed. You will need to have the necessary permissions and have an up-to-date version of Java. You can download it at http://firmaelectronica.gob.es/Home/Descargas.html
  • Or, be registered in the User Registry to access with a username and password and sign using a PIN code.

Natural persons may submit it by electronic registration or in person (general registration located at Calle Príncipe de Vergara, 140, from 9:00 a.m. to 2:00 p.m., Monday through Friday)

How long is there to apply?

By establishing a continuous call system, based on an open process of evaluation, selection and authorization of the projects presented, the period for submitting applications will be open until the current call is modified or revoked.

What steps are followed in the selection of business projects?

Once the application has been submitted together with the business plan and the necessary documentation, the following will be carried out:

  • Selection and assessment of applications and documentation provided
  • Publication of lists in order of valuation and resolutions by which the persons or companies benefiting from the service are declared.
  • Constitution of the guarantee by the beneficiary companies.
What if there is no office available in the requested nursery?

Submitted applications that, being viable projects, have not been subject to a resolution declaring their holders to be beneficiaries of the services due to the absence of vacancies, will become part of the "Pending Project Pool" of the network of business incubators of the Madrid City Council. .

The bag will be configured based on the rating obtained in the corresponding grading process, reordering each time new projects are included in it.

How long will the projects admitted in the "Pool of projects on hold" remain?

The term of permanence in the stock market will be one year, counting from the date of valuation of the project, except in two cases:

  • Express and written waiver of the requesting person or companies.
  • Those persons or companies that during their stay on the stock exchange have renounced the rights offered in an unjustified manner on more than three occasions.
What documentation must be presented?

If the application is submitted by Physical person:

  1. Application form completed and signed by the person with sufficient power to do so.
  2. Business plan that includes, at least, the contents established in Annex III of the current call
  3. In the case of having started activity, Form 037 where the start date of the same is stated
  4. In the case of not having started the activity, a statement stating the commitment to start the activity within a maximum period of 30 calendar days from the effective date established in the Authorization Resolution for the use of offices and provision of services of the General Directorate of Entrepreneurship
  5. In the case of not authorize to the Madrid City Council the query of data through the Data Intermediation Platform of the General State Administration, they must also present:
  • Copy of the National Identity Document. Foreign citizens must submit the required documentation in accordance with the regulations in force at the time of the application. As a general rule, citizens of the European Union must present the NIE; non-community citizens, in addition to the NIE, must provide the work permit and/or residence permit
  • Documentation proving registration in the corresponding social security regime (RETA)
  • Certificate of being up to date with payment of tax obligations with the State Administration and with Social Security

If the application is submitted by legal person:

  1. Application by electronic registration, completed and signed by the person representing the company
  2. Business plan that includes, at least, the contents established in Annex III of the current call
  3. NIF
  4. Copy of the articles of incorporation and bylaws of the company
  5. Copy of the power of attorney or document accrediting the legal representation and the identity of the representative
  6. In the case of having started activity, Form 036 where the start date of the activity is stated
  7. In the case of not having started the activity, a statement stating the commitment to start the activity within a maximum period of 30 calendar days from the effective date established in the Authorization Resolution for the use of offices and provision of services of the General Directorate of Entrepreneurship
  8. In the event that there are workers hired as employees, supporting documentation of the registration of the company in the Social Security and Nominal list of workers (TC1)
  9. Model T of Registration of payment by transfer duly completed and stamped by the bank branch (Annex V of the current call)

Once the resolution approving the definitive list of people or companies admitted and excluded has been approved and published, those people or companies benefiting from the service must provide a document proving that they have constituted the guarantee established in the twelfth base of the call.

What is the price to pay for the dispatches?

The public price to be paid for the provision of public services in the offices located in the network of business incubators of the Madrid City Council, established as of February 1, 2016, is 7,15€ per square meter (VAT excluded) the first year, and 9,53€ per square meter (VAT excluded) from the thirteenth month (Annex I of the call).
Your payment will be made in advance monthly periods, within the first five days of each month.

What additional services do nurseries offer?

The beneficiary persons or companies will have, in addition to the right to use the office for the established time, the provision of the following services:

Infrastructures:

  • Offices
  • basic furniture
  • Common areas such as meeting or multifunctional rooms, training rooms, assembly halls, exhibition halls, etc.

Services:

  • Comprehensive training, tutelage and technical advice, covering all phases and aspects related to the business project (self-assessment of the initial idea, development of the business plan, search for financing, information on grants and subsidies, preparation of the marketing plan, etc.)
  • Services associated with infrastructures (security, cleaning, maintenance, electricity, water, air conditioning, etc.)
  • Auxiliary services for business activity
What is the size of the offices?

The size of the offices ranges between 21 and 68 square meters.

Are the services offered by the nursery included in the price?

Yes, the established public price includes all the services offered by the nursery.

If I don't have a business plan, can the Madrid City Council network of nurseries help me?

The specialized advisory staff of the business incubators can advise you and help you in the preparation of the business plan, upon requesting an appointment for business advice with the incubator you choose to go to.

How are projects valued?

The evaluation criteria of the applications, as established in the tenth base of the call, are the following:

  • Economic-financial viability of the project
  • Age of the business
  • Academic adequacy and professional experience of the promoter(s) to the corporate purpose and activity of the company
  • Generation of employment by promoters
  • Innovative nature of the project
  • Character of social entrepreneurship of the project
  • Projects that have been tutored or mentored in shared spaces of the network of business incubators of the Madrid City Council
  • In the event of a tie in the score of several projects, the functional diversity of the promoters or partners of the project and/or their belonging to the population group under 35 years of age will be assessed.
What is the time for which people or companies are authorized as beneficiaries of the service?

The authorization of the persons or companies benefiting from the service will be granted for a period of four years.

Is there a possibility of extensions?

No. The deadlines stipulated in the call are non-extendable.

What are the hours of operation of the nurseries?

The hours of operation of the nurseries will be from Monday to Friday, from 8:30 a.m. to 9:30 p.m.
The administration and information hours will be from Monday to Friday, from 9:00 a.m. to 2:30 p.m. and from 3:30 p.m. to 6:00 p.m.

What standards must be met in nurseries?

It will be necessary to accept and comply with the rules established by the Madrid City Council for the operation of business incubators (Annex III of the call), as well as the use and provision of the services provided therein and to guarantee the proper functioning of the same.

Can I choose the office I want?

Once the selection process has been resolved, the approved business projects will proceed to the choice of office in strict order of the score obtained, from highest to lowest score, from among the offices that remain available.

Can I leave the office whenever I want?

The beneficiary persons or companies may waive the right to use the office when they deem it appropriate, prior written communication, presented by registration, to the General Directorate of Entrepreneurship of the Madrid City Council.

What type of training does the nursery provide?

The incubator has numerous activities to complement the training of entrepreneurs or the business community, such as workshops to raise awareness and promote the entrepreneurial spirit, practical seminars on generic topics that may be of interest to any type of business, such as : business opportunities, improvements in the areas of management, business innovation, marketing, funding sources, business strategies, image and corporate strategy, etc.

Can any type of company (legal entity) be registered?

Non-commercial entities are included, that is, non-profit entities, such as associations, foundations, NGOs, etc.

Can projects that are already in operation or companies that are already established be registered?

Yes. But they must be newly created companies or with a maximum age of 5 years from the start of the economic activity (taking as the date of start of activity the one declared in the model 036/037 of the State Tax Administration Agency).

Can any company register, regardless of its size?

The companies that are candidates for access to the entrepreneurship support services in the offices located in the network of incubators of the Madrid City Council must be SMEs, according to the definition established in the Recommendation of the European Commission of May 6, 2003, and in no case should they be owned in their share capital by another company that is not considered an SME in more than one 25%, whatever its legal regime. , at the time of the request. 

Can projects or companies from any sector register?

Yes. They can apply for projects or companies from any sector, as long as they are administrative and provide services, and as long as they do not harm the environment or the local environment and are compatible with the physical characteristics of the nursery and the authorized office.

Are there age limits for the entrepreneurs who present their project?

Frequently asked questions and answers about registering in the system

What is better to be autonomous or to make a SL?

When starting a business, you have to decide on the most convenient legal form and decide which one suits the needs of each entrepreneur.

The most common in Spain are Individual Entrepreneur (self-employed) and Limited Liability Companies.

Both figures have their advantages and disadvantages and it will depend on the type of business you want to start, as well as your circumstances, whether you opt for one or the other.

Some criteria/differences to be able to decide:

  1. Capital

The minimum share capital that must be provided for the constitution of a limited company will be 3,000 euros. To be autonomous is not necessary.

  1. Formalities.

The procedures for the constitution of a Company are usually longer and also entail a higher cost. The cost of registering as self-employed is initially free, as long as you manage it directly (or they give you a hand in the respective Public Administrations), the cost of setting up a company includes notary fees, as well as registration in the Commercial Registry.

  1. Responsibility.

The liability of the self-employed person is unlimited and that of a limited company, as its name indicates, is limited.

This means that the self-employed would respond with all their personal assets for debts against third parties, but the limited company would only respond with the assets of the company.

  1. Taxes.

The operation of VAT is really very similar, the difference lies in personal income tax. The IRPF is the Income Tax of Physical Persons, so only natural persons, in this case the self-employed, will have to present it. Companies have a tax of a similar nature, which is the Corporation Tax.

This tax is the same, so only one or the other can be applied.

Personal income tax is a progressive tax, so the higher the income, the higher the tax. In this case, it would be advisable to be self-employed or a company depending on the income forecast we have.

  1. Accounting.

The accounting of a self-employed person is much simpler than that of any company, since it is reduced to the presentation of taxes and a few registration books. Specifically, the self-employed must have:

  • A record book of issued invoices
  • A record book of invoices received and expenses
  • An investment property record book (if you have them)
  • A record book of intra-community operations (if any)

While a limited company has to carry a accounting Complete and in addition to taxes and registry books, you will have to keep a daily book that allows you to generate the annual accounts, which are made up of a balance sheet, memory and profit and loss account.

In short: we recommend starting your business activity by registering as self-employed as it is the easiest and cheapest way to start a business.

Can I register autonomously electronically (CIRCE)?

This procedure is immediate.

The creation of companies over the Internet (CIRCE) is a system that offers the possibility of creating the figure of individual entrepreneur (self-employed) by telematic means. In this way, displacements are avoided and a substantial saving in time and costs is produced.

To create a business online, the entrepreneur himself or through the Entrepreneurship Service Points (PAE, the Entrepreneur's Single Window, for example), must complete the Single Electronic Document (DUE).

It is a free service.

Before sending the DUE, the entrepreneur must review and sign it to verify that the information is complete and correct. You also have the obligation to keep a copy of the DUE- (pdf. corresponding to the DUE sent) in case any problem arises later in the processing process

With the sending through the Internet of the Electronic Single Document, the telematic processing begins. From this moment on, the telematic processing system (STT-CIRCE) sends to each body involved in the process, via the Internet, the part of the DUE that corresponds to it to carry out the procedure within its competence.

Can an SL be created online?

What general norm The telematic processing of a SL takes 48 hours from the signature of the Notary.

To carry out the telematic processing of a SL you must:

  • Obtain and send your PAE advisor the Negative Certification of the name. You can get this at rmc.es
  • Open an account in any financial entity in its name, in which the capital contributed by each partner is reflected (never with decimals). The bank will issue and deliver a certificate and you must send it to the PAE advisor.
  • The DNI of partners and spouses will be needed as well as a document where the affiliation number to the Social Security of administrators and workers appears.

Your PAE advisor will provide you with:

  • A template (in Excel format) that you must complete and return fully completed.
  • Mandate to domicile payment of freelancers that you must also send to your advisor. One for each person who is going to register with Social Security, filled out and signed (preferably with a digital signature), in PDF format and that occupies less than 0.5 MB.
  • Document authorizing the advisor to process the DUE. It must be completed and signed.

Once all the documentation has been received, the advisor completes the DUE. It is sent back to the entrepreneur for review and signature always by one of the partners (preferably electronic)

Telematic sending through the CIRCE system. The process is started.

An appointment is requested at the chosen notary's office to which you must go to carry out and sign the deed and the statutes.

Frequently asked questions and answers about the Entrepreneurs Award

Who can participate?

The award goes to women-led businesses, regardless of whether they are constituted by natural persons -individual or collective-, or with a legal personality: either as companies in their different forms, or as cooperatives or associations that carry out an economic activity on a regular basis.

Female participation must be more than 50%, if the percentage is from 50%, it does not meet the participation requirements.

They must have started their business activity between January 1, 2018 and the last day of the deadline for submitting applications. Other older companies may also participate, provided they apply for the award with a new line of business, proving that it started in the same period indicated above.

In addition, they must be billing in January 2023. If you started billing on or after February 1, you do not meet the eligibility requirements.

The candidate companies must have an original, creative, disruptive and innovative project, which may or may not have a technological base and have a service or a product prototype that has been tested in the market with already measured or measurable results.

If I have a business idea, can I introduce myself?

The 2023 Entrepreneurs Award is aimed at companies in operation.

Which companies can participate?

What do I have to present to participate?

It is essential that the executive summary contains the points detailed in the tenth base, it is the way to verify compliance with the requirements.

If I already have my business plan done, can I present it as is?

Do not.

You must prepare a summary with an extension between 4 and 5 that includes the following points, it is the way to verify compliance with the requirements:

  • Sector of activity of the project.
  • Description of the business activity.
  • In the case of legal persons, community property and civil partnerships, indicate the number of partners, whether they are men or women and the percentage of participation of each of them (essential to verify compliance with section 5).
  • Start date of activity or new line of business, as appropriate in each case.
  • Billing start date and annual amount billed from that date to the date of publication of the call.
  • Reflect the aspects of the business activity that show that the evaluation criteria of the candidacies established in section 11 are met.
    • Originality and creativity of the project: the differentiating and novel character of the application will be identified.
    • Disruptiveness and innovation: it can refer to a new product, a new service, a new organizational model, a new process, a new solution approach, etc.
    • Indicate if it is a project belonging to sectors traditionally reserved for men.
    • Technical and economic feasibility: basic information will be included that allows evaluating the economic viability of the project in the market.
    • Possibilities of scaling in the short and medium term. Scalability understood as the ability to be developed in areas other than those for which it was initially designed. The elements that guarantee the future growth of the project to reach more people or for its development in different areas or environments beyond the city, region, community for which it was initially designed will be indicated.

We recommend including an action plan: a schedule and description of the activities to be carried out in each of the stages programmed for the execution of the project, indicating, where appropriate, the stage it is in at the time of participation in the project. this convocation. Supporting images and graphics may be submitted, but always without exceeding the limit of 5 pages. The professional profile of the promoters can also be included, but in no case will their personal data be provided.

Is the award national?

Yes, it is national.

What if I live abroad representing a national brand or product?

How long do I have to submit my application?

Who can participate?

Companies that meet the following three requirements may participate:
